Services - Site Location

Canup & Associates uses a four phased approach as presented below:

Phase 0 - Pre-Project Feasibility Analysis:
This phase is designed to perform feasibility analyses prior to formal Board or executive approval of the project. Typical analyses may include "stay" versus "go" scenario, "expansion" versus "new location", "consolidation" versus "status quo", targeted market analyses, comparative financial analyses, labor analyses, labor relations strategy, and other studies as may be required by the client. Phase 0 typically integrates risk, cost, and business strategy in determining a defined direction.

Phase I - Macro Analysis:
Each site location study is initiated with a Project Alignment. Project Alignment activities include defining project criteria, establishing priorities and values for project criteria, defining the search region, and integrating logistical and transportation requirements. The macro screening typically includes supplier and customer proximity, transportation and distribution requirements, labor density and labor availability, competitor avoidance, targeted wage rates, and environmental considerations. State-of-the-art computer systems and geographic information systems data bases are used to perform customized screening of regions and states to determine those locations that best meet client requirements. This phase includes requests for proposals from qualified states and communities, evaluation of responses, and identification of a short list of communities and sites that best meet the client's project criteria and business objectives.

Phase II - Micro Analysis and Site Selection:
Phase II is structured to perform detailed analyses and evaluation of the short-listed states, communities, and sites. It includes state and community visits by the consultant and a detailed evaluation and financial profile for each short-listed location. Phase II includes detailed incentive negotiations and due diligence evaluation of buildings and/or properties, including at least a Phase I Environmental Study and any significant findings or mitigation requirements. The consultant normally recommends three or four finalist communities and sites for client visits. Client visits are conducted, and the short list is narrowed to two or three finalist locations.

Phase III - Final Negotiations and Implementation:
Phase III includes completing all incentive negotiations, developing a written agreement among all parties, completing and submitting appropriate applications for approval of all incentives, appearing before approving authorities, and developing an implementation plan and schedule. It also includes completion of any remaining environmental analyses and development of a plan of action for any mitigation requirements. This phase also includes development of new legislation which may be needed to address any special requirements of the project. The final activity is the negotiation and acquisition of the selected location. In some instances, these activities are completed in parallel rather than in tandem.
